The VHF118144M is a centre fed coaxial half-wave dipole for the aeronautical communication band 118-144 MHz.  The dipole element is embedded in polyurethane foam and enclosed in a fibreglass reinforced tube.  The upper and lower dipole elements are DC grounded.
